Abstract

In the European Union, in the 2007–2013 programming period the reduction of territorial differences has become more important than ever to foster economic, social and territorial cohesion. Besides the initiatives of cohesion, the strengthening of competitiveness has appeared as well, they altogether support to reach the goals of the EU development policy. Nevertheless, competitiveness and cohesion have different aims, therefore they are suitable for regions with different development level. In our study we empirically analyze with multivariable methods the allocation mechanisms of the First National Development Plan to compare it with the allocation of the empirical competitiveness types. As for conclusion we proved that from the ECOP the more competitive micro-regions received more funds, although at the First NDP practically convergence was the main direction.
