The study presents the necessity and importance of human resource development in the case study of Ózd–Putnok small region, as a crisis region. The carefully thought-out and systematised development of human resources is very important for a ]agging behind region. The study emphasises that the examined small region has the institutions and organisational forms, which could make the region suitable for the implementation of a synthesised development strategy. However, to realise this development a closer co-operation between the actors of education-training and labour market is needed.
