The importance of innovation strategies aiming at strengthening the ability of continuos renewing is appreciating in the development of small regions towards the knowledge society. The interpretation of innovations and their spreading in bottom-up development is different from their appearance in the traditional top-down development models. Therefore new considerations and methodologies appear in the determination of innovation potential and innovation strategies of small regions. Local, as well as national and regional actors in the process of regional policy elaboration have to pay attention to these factors.
