The Theoretical Basis of the Urban (Community) Self-governance

The settlement centred self-govemance system created in 1990 built upon the self- governmental equality also during the delegation of task and authorities. The more than one and the half decade long experiences have proved that the tasks and functions fulfilled by different self-govemments must be revised. In the course of this revision the opportunity of differentiation provided for by the act on self-govemments must be utilised. Beyond that a new type of task division system shall be created specially for the different city types and sizes and their neighbourhoods, in which system the basic right of self govemance would remain due to every settlement but the pubic services would be settled in the cities and the urban communities formulated by the cities and their neighbourhood. This new type of dele- gation system would result that functional, delegation tiers would be newly defined like the capital city (and the urban community of its agglomeration) and the community of the set- tlements belonging to this circle; the pole centres and (their regional urban communities), and the settlements belonging to this circle; larger towns (and the urban community of their a region) and the settlements belonging to this circle; micro regional city centres (and the community of towns in their attraction arca) and the settlements belonging to this circle; centres of micro districts, towns without central functions (and their urban community) and the settlements belonging to this circle.
